Anglicare says it is more concerned with the critical shortage of foster carers than getting involved in debates on social issues.
Chief Executive Ian Carter says Anglicare is advertising in a range of publications in the hope it can attract more people to become foster carers.
Mr Carter says the thousands of children are in need of the right care.
"What we need to do is ensure that young people aren't, if at all possible young people aren't put into institutionalised systems, that we actually put them into appropriate cottage kind of arrangements or into foster care arrangements and to find people to do foster care is very complex and very difficult," he said.
"We have a number of children in our community who need the care and protection of a whole range of systems to ensure that they are cared and looked after. We need to ensure that there is no discrimination on the grounds of issues to do with ethnicity or religion or race or sexuality, to influence the capacity of the whole community to look after children in crisis and need.
